  "content": "<p>Hello,</p>\n<p>If I disable internet I can't pip install packages: ERROR: Could not find a version that satisfies the requirement </p>\n<p>If I enable internet I can pip install but get: Cannot submit Your Notebook cannot use internet access in this competition. Please disable internet in the Notebook editor and save a new version.</p>\n<p>What am I missing, how is this supposed to work?!</p>\n<p>Thanks</p>",
