  "content": "<p>Here are just a few things I think would help.  Some of these are very minimal/speedbumps</p>\n<ol>\n<li>Mandatory Introduction post</li>\n<li>Use SMS to verify user phone #</li>\n<li>Look for same IP Address/User Agent combination</li>\n<li>Look for same IP Address (less reliable)</li>\n<li>Physical postal mail user a code (PayPal does this), the user then enters it into the system to verify account.</li>\n<li>Set a tracking cookie in the browser and look for value</li>\n<li>Set a cross-browser cookie <a href=\"https://samy.pl/evercookie/\" target=\"_blank\">https://samy.pl/evercookie/</a> (cannot be deleted by the user)</li>\n<li>Force users to register with a credit card……yes this is extreme, but it greatly reduces fraud and is used by many platforms.</li>\n<li>Don't allow Yahoo, Gmail, Hotmail, etc accounts</li>\n<li>Require submissions to be digitally signed</li>\n<li>Force users to link to their PayPal account.  This effectively pushes the verification issue to PayPal, which has proven to do a decent job in this department.  Yes it would require everyone to have a PayPal account, but that could also be a means to pay proceeds for any winning competitions.</li>\n</ol>\n<p>What are your ideas?</p>",

          "content": "<p>I also work with my friend at the same IP a ton, sometimes at home, sometimes at a coffee shop. Perhaps a better idea would be to not allow VPN ip addresses, and if one IP has tons of consistent traffic at the same time, then inquire. </p>",
