      "content": "<p>I think it means:</p>\n\n<p>All External data must be posted to the forum.</p>\n\n<p>If you created the data (or it is otherwise not on the Internet somewhere, but you have access to it and the right to distribute it), you must post it. So if you are a dermatologist and want to contribute your data (and it meets all the HIPAA rules), you must post it.</p>\n\n<p>If it is already on the Internet (\"Public\"), you must post a link to it. Sounds like you also need to post a copy of the data in Kaggle, although if it is readily downloadable from the source, maybe that isn't too important.</p>\n\n<p>My 2 cents</p>\n\n<p>-Rich</p>",
