      "content": "<p>I believe the likely answer is \"No, you cannot use Matlab in your submission\". The main issue is your notebook has to run in Kaggle without Internet access. So unless you can somehow load Matlab functionality from Python or R within a Kaggle notebook, you cannot use it.</p>\n<p>Also, I don't know the licensing of Matlab, but check whether it meets the rules for this competition.</p>",
