      "content": "<p>Hey Sudeep,</p>\n<p>Thanks for raising this, it's due to two different checks we make for submission limits, one for daily limits and one for the global limit.  You were hitting the latter check, which ensures you haven't gone above <code>NumSubmissionsPerDay * NumDaysSinceLaunch</code>, which is used to make sure that teams who merge aren't able to gain more than the normal maximum number of submissions.  Unfortunately, that check is centered on the time of day of the competition launch, while the normal daily submission limit checks are centered on midnight UTC.  That's why you were able to submit again about two hours ago, once we passed 24 hours after launch.</p>\n<p>We've flagged that and will convert the global checks to also use midnight UTC as the marker.</p>\n<p>As for the submission error, hopefully <a href=\"https://www.kaggle.com/code-competition-debugging\" target=\"_blank\">this page</a> can help.</p>",
