      "content": "<p>I believe that it means that you have to create a Kaggle kernel and put all your code inside. When you are finished, you submit your predictions through the kernel. If it wasn't a \"Kernels-only competition\" you'd be allowed to run the code on your computer and then just manually input the predictions. </p>",
