  "content": "<p>DHS and similar other agencies may like to consider the following suggestions outside this competition.</p>\n\n<ol>\n<li><p>Scans of head scalp from top, feet from bottom, and skin's electrostatic charge can improve threat classification of persons scanned.</p></li>\n<li><p>Many persons may be interested in purchasing DVD's of their scanned images, for a fee of about $10 each, for consultation with their physical therapists.</p></li>\n<li><p>Since these scanners involve X-ray radiation, they are subject to approval from FDA (or similar other agency).</p></li>\n</ol>",
