  "content": "<p>(1)  The rules say \"A Submission utilizing open source code will be ineligible to win a prize if it was developed using code containing or depending on software licensed under an open source license\"  <em>WHAT DOES THIS MEAN?</em>  I am guessing R, python, etc are ok but Matlab, SAS not ok?\n(2) The rules says that US Citizen winner will receive an IRS 1099. Why doesn't it say US Citizen <em>AND</em> *permanent residents*?  Shouldn't green card holders also get a 1099?</p>",

First of all you forgot these lines that follow your copied statement:</p>\n\n<ul>\n<li>other than an Open Source Initiative-approved license (see <a href=\"http://opensource.org/\">http://opensource.org/</a>); or</li>\n<li>an open source license that prohibits commercial use.</li>\n</ul>\n\n<p>Im not an expert at reading these kind of texts but my interpretation is that if you can find the license of the software(s) you have been using in this list you are fine:</p>\n\n<p><a href=\"https://opensource.org/licenses/alphabetical\">https://opensource.org/licenses/alphabetical</a></p>",
