  "content": "<p>Putting aside the frustations or whatever the special rules create as feelings, lets behave rationaly. \nMy suggestion: when you participate, flag your submission, you can change your 'team name' and put as prefix : [NE] for not eligible and [EL] for eligible. and those who don't are unknown. \nThe statistics will talk itself...\nOf course, this statistic is biased in favor of [EL] as a huge part of [NE] won't just show up. But even with that bias, we can be sure that the numbers will tell a lot...</p>",

      "content": "<p>I don't think that statistics is of any use . Because \n1. Every one already knows that the top ranked Data Scientists on kaggle are from all around the world\n2. Because of the restrictions, from non US regions you may see lower participation  and higher participation from US region. hence the metric you intend to measure will show a wrong picture.</p>",
