The common person doesn't care that we are more safe. You cannot have a competition with two classes of competitors, where some compete for money and points while others just for points.  And how exactly are Kagglers supposed to confirm someone's legal residency status when forming teams?</p>\n\n<p>I personally think it's perfectly fine for competition sponsors that pay the bills to impose whatever restrictions they want (or in this case forced to by law), but then it has to be a closed competition where you have to prove eligibility before you can compete, and no Kaggle points should be awarded.  If you want access to the entire talent pool, you have to drop the restrictions, or live with the far lower participation rate of closed competitions.</p>",

Imagine the potential for spin and ad-revenue as the common person finds out that US dollars are leaving the country, and potentially falling into the hands of one of our so-called \"political rivals\" abroad (sorry, international community; we love you, but your governments and our governments are, well, occasionally a little misguided).  </p>\n\n<p>Imagine the hypothetical \"public outcry\" if US citizens were to find out that our Department of Homeland Security paid a group of Russian hackers a million dollars to optimize our search algorithms for airport scanners (insert scary-sounding technical explanation, here).  The common person doesn't care that we are more safe.  They only see, \"words, words, words, Department of Homeland Security, words, words, Russian Hackers, words, paid a million bucks, words, words, words\" and they don't like that because a million dollars is a lot of money (to them) and the Russian Hackers are \"the bad guy\".</p>\n\n<p>It's not about the ends justifies the means.  It's about \"image\", and sadly, the people in power care more about \"image\" than results. When I saw this competition I thought that it's really cool as it kind of gives us a sense that the TSA cares about the people on the wrong end of these problems, that they acknowledge them and are trying hard to improve. Unfortunately barring non-US citizens or permanent residents from winning the prize is a pretty terrible thing to do,  mostly because much of the Kaggle community is indeed international, and it's this international community which made Kaggle as popular as its become through acts of inclusiveness by sharing skills and knowledge with the world. The hurdle of citizenship status and H1B visas is already one of the biggest reasons keeping a large portion of tech talent from working in the US, and now it has been brought onto Kaggle. I think such a non-inclusive competition should be set up as either a private competition, or something like one of those \"master-only\" ones. Having 5000+ teams competing is good for marketing, which is good for everybody, but exploiting the community to do so with such exclusionary prize eligibility is wrong.  </p>\n\n<p>If America really wants to compete, then perhaps the $1.5 million would be better spent on renovating a run-down school in the inner cities.   </p>",

Government budgeting is not about results, efficiency, or return on investment. It is an exercise in control.
