  "content": "<p>On behalf of Kaggle, Google, and the Department of Homeland Security, welcome to the Passenger Screening Algorithm Challenge! This is the largest dataset we've ever hosted and we're excited to see what you can make of it.</p>\n\n<p>I wanted to call out a few differences between this competition and our standard procedures on Kaggle (please read the rules carefully, this is just a tl;dr of some major differences):</p>\n\n<ul>\n<li>Since this competition is hosted by the US Government, it is subject to certain special laws/restrictions (including the America COMPETES act). Members of the Kaggle community who are not United States Citizens or legal permanent residents at the time of entry are allowed to participate but are not eligible to win prizes.</li>\n<li>When forming teams, be mindful of the prize eligibility requirements. A team with a single prize-ineligible member is prize ineligible.</li>\n<li>These images are for competition participants only. You should not share the images publicly, plan to use them in future research, or blog about them. You are also asked to destroy the data once the competition is over.</li>\n<li>Kernels are enabled for code sharing, but due to the above restrictions on publicly sharing images, the images are not available in the Kernels environment.</li>\n<li><p>This competition is big and uses unique image formats. It may seem a bit confusing at first, but will become more familiar over time.</p>\n\n<p>Good luck!</p></li>\n</ul>",

          "content": "<p>I think you can win the money, you just have to organize your self so that you pay tax on the prize money, and so the US govt (read tax payer) has some (imperfect) confidence they are not financing terrorism.  I think it is reasonable that the US taxpayer requires their government to withhold tax when the government gives away the taxpayers hard earned money.  It might take some effort to organize your self and get a US bank account etc. but that effort will be a fraction of the effort it will take to win ;)</p>\n\n<p>By the way it is refreshing that you weren't whining the same way so many of the kagglers here seem to be.</p>",

The whole intention of a crowd sourcing platform like Kaggle is to get the best possible solution from a wide and varied population. When one of your customer has a specific demand, did you guys think about different possible ways to meet the customer demand with out compromising the core values of the Kaggle platform? New ideas and models emerge while being trying to meet different conflicting requirements. I can see a lack of thought process here. </p>",

I think it is reasonable that the US taxpayer requires their government to withhold tax when the government gives away the taxpayers hard earned money. We will release an unseen test dataset for prediction on this date.   \nDecember 15, 2017 - Final submission deadline.\n</code></pre>\n\n<p>Also we have been told that the 2 stage data will have a similar size compared to the train set. Let's say there are 1000 samples on the 2 stage set. <br>\nIf we have to download .a3d files that will be 330GB of data. Asuming a download speed of 1MB/s that will take 3.8 days.</p>\n\n<p>So out of 5 days for the 2 stage 4 will be used just for downloading. I think this is a very tight scenario that leaves almost no time for evaluation. I think that considering the enormous size of the dataset the lenght of the 2 stage should at least be doubled.</p>",

I think you are correct in your understanding of the case you linked to. <br>\nIt is very clear from the \"nerve center\" test that a <em>single member LLC</em> would be ineligible - previously the consensus seemed to be if you did everything from an AWS zone in the US you could claim the US as principle place of business - no more I think.</p>\n\n<p>That said: it seems that non-US people can still participate as a shareholder in a US entity, or even as an employee of a US entity.  The \"nerve center\" test doesn't take into account shareholdings but where the decisions are made.  </p>\n\n<p>So as long as you held non-voting shares, or were a pure employee (say with a profit share agreement) who did not make decisions you could participate without ambiguity.</p>\n\n<p>I still think the negative reactions are over wrought, and too often offensive.</p>",
