I think the organizers wanted to put a link to OTTO itself https://www.otto.de/ , maybe they just put otto.de in the markdown, this way the link was completed with the base url of the page in which the page is placed that is https://www.kaggle.com/competitions/ .

This is quite likely since if you click on the Description tab in the overview page your link changes to https://www.kaggle.com/competitions/otto-recommender-system/overview/description and if you click on the OTTO url on the second last paragraph it tries redirecting to https://www.kaggle.com/competitions/otto-recommender-system/overview/otto.de.

To correct it just changing the url from otto.de to https://www.otto.de/ should be enough.
