      "content": "<p>Hi Dan,</p>\n\n<p>As far as I understand from the <a href=\"https://www.kaggle.com/c/kkbox-churn-prediction-challenge/data\">data description</a> those are the users in the <code>sample_submission_zero.csv</code> file. It's a slightly different way than usual of defining the test set.</p>\n\n<p>Hope that helps. Have fun!</p>",

Maybe thats why there is a <code>zero</code> in the filename. Thus the file is just one example of submission that predicts <code>is_churn=0</code> for every user. Therefore I agree the users listed in the file should be used as test data.</p>",
