  "content": "<p>I was reading through the rules and i found this line:</p>\n<p>Freely &amp; publicly available external data is allowed, <strong>including pre-trained models</strong></p>\n<p>I am confused on how I can download and load an external pretrained model in the notebook if internet connection for the notebook must be turned off. <br>\nThank you if you can point me on some good resource to start</p>\n<p>(sorry, I am new to kaggle and I am really confused on how notebook should be uploaded, instructions that I found around are not helping me)</p>",
