It says  \"Please note that for this competition training is not required in Notebooks.</p>\n<p>In order for the \"Submit to Competition\" button to be active after a commit, the following conditions must be met:</p>\n<p>CPU Notebook &lt;= 9 hours run-time<br>\nGPU Notebook &lt;= 9 hours run-time<br>\nTPU Notebook &lt;= 3 hours run-time\"<br>\nIf training is not required in notebooks why are there still the CPU, GPU and TPU time limits? What am I missing?</p>",
