While Kaggle cannot interpret the rules for you (we're not a party to the rules, just the platform the competition is hosted on), I'd imagine that if you have a question on the rules it would benefit all participants for clarification!</p>",

Here on Kaggle, this hardly ever happens; I've never seen it. I believe it's right to contact the organizers through the forum because this way, the community can support you, and everyone can become aware of the information regarding the question if it's relevant, making the competition environment balanced and fair. May the best win.</p>",
