  "content": "<p>Hi all,</p>\r\n<p>I am new to know this cometition, and maybe I miss something. F<span>or each day in the test period (first for the public leaderboard, and later for the final evaluation), we will select a random time (uniformly chosen between 9am EST and 9pm EST) and select\r\n all of the flights in the air at that cutoff time. You will be provided with relevant data for each day that would be available at the chosen cutoff time.&nbsp;</span></p>\r\n<p>As my understanding cutoff is uniformly time chosen between&nbsp;<span>9am EST and 9pm EST, when I downlown the&nbsp;cutoff_benchmark.cvs, it did not like what I expected. Could somebody explain about what the meaning of this file, please? Do we have to submit this\r\n file for the finals? I am quite comfusing at this point. Thanks a lot.</span></p>",

This was used solely to provide a bad-performing benchmark as a point of reference\r\n on the leaderboard.</p>\r\n<p>The cutoffs for each day may be found in the days.csv file from the PublicLeaderboardSet.</p>",
