      "content": "<p>I fully support that.<br>\r\nIn the benchmark file for the PublicLeaderboardSet, some 25 flights a day are not Active at the cutoff time.<br>\r\n25 times 14, that's 350 questions... Ok 350 on 26459 is not much, bur 1 is too many.</p>\r\n<p>Please explain or clean the files... Please don't tell me that I still have a bug in a UTC conversion.</p>",

      "content": "<p>I checked my numbers; 321 flights should not be in the benchmark files (previously said ~350).</p>\r\n<p>They have ScheduledGateDeparture before the cutoff time, but not ActualGateDeparture and therefore not ActualRunwayDeparture which, if I understood the rules, should be required for the status to become ACTIVE (Status-Old=S New=A).</p>\r\n<p>In the list, there are also a few exceptions showing Landed or Diverted.</p>\r\n<p>Were the files built by accepting all the flights with ActualRunwayDeparture before cutoff time or, as suggested by these observations, by rejecting all the flights with ActualRunwayArrival (or even ActualGateArrival) after cutoff time?</p>",
