  "content": "<p>Hello, </p>\n\n<p>Is there anyone who can explain to me: What exactly does it mean if a hotel has a \"promotion_flag\" (in the \"train\" dataset)? More specifically:</p>\n\n<p>Who decides whether or not a given hotel at a given rate may be flagged as a promotional offer - is it </p>\n\n<p>a) the hotel itself (because it decides to sell a room at a discounted rate on a given date)? Or,</p>\n\n<p>b) is it Expedia itself that <strong>automatically</strong> flags prices as \"promotional\" whenever they are below a long-term average or something like that? Or, </p>\n\n<p>c) is it perhaps even Expedia that <strong>negotiates</strong> a deal with the hotel that comprises, for instance, to display a given hotel at a discounted rate and in a prominent position in order to boost sales? </p>\n\n<p>Any kind of hint would be sincerely appreciated. </p>\n\n<p>Thank you very much in advance.</p>",
