The repo from USGS is totally accessible, and they do have a batch downloader service (https://landsat.usgs.gov/how-do-i-submit-bulk-download-request-landsat-or-other-data).
\n\n
Google has also archived a whole lot of the Landsat data on their cloud, here -https://cloud.google.com/storage/docs/public-datasets/landsat - and that may be more accessible for you.
\n\n
Another to consider would be the SPOT World Heritage program - https://www.theia-land.fr/en/products/spot-world-heritage. Though they are still in the process of re-processing what is thought to be a rather large archive. (Was commercial, now appears to being made slowly on public good terms.)
\n\n
Commercial providers will be higher spatial resolution, but their archives tend to be patchier because rather than systematic global observations, they have tended to take images where they're paid with some kind of annual background mission giving one coverage a year. (Landsat in the 1990's is also patchy for this reason as they had a failed commercial period in there...)
\n\n
Going forward, there are many interesting providers coming on stream - commercial and governmental.
\n\n
Hope that helps!
\n\n
George
",
