I tried commit my last inference kernel using GPU but when I clicked commit button, message appeared which said 'Kaggle exceeded its resource limit' although I have some gpu limit time and all I can see is just 'Committing…'.

About 10 minutes after committing, Kaggle automatically restarted committing process !

Me neither. Probably many people are using gpu resources of kaggle now. Maybe what we can do is just waiting. Don't know whether the submitted notebooks will end in time.
