The submission notebook needs to be without internet, but models and libraries need internet.</p>\n<p>Worry not, use this <a href=\"https://www.kaggle.com/mohneesh7/efficientnet-install-files\" target=\"_blank\">Dataset</a>.<br>\nAdd this dataset in your notebook and then use the commands:</p>\n<pre><code>!pip install ../input/efficientnet-install-files/Ker*.whl\n!pip install ../input/efficientnet-install-files/eff*.whl\n</code></pre>\n<p>you are done, Now you have efficientnet installed without internet.</p>\n<p><strong>(this library also supports noisy-student weights).</strong><br>\n<strong>Note</strong>: I only uploaded efficientnet files as they seem to be the best choice for this challenge.</p>",
