I was facing issue while downloading ResNET 50 on my notebook then I tried following steps and now I can train my model without any error.

CPMP is right, the internet connection must be turned off, the kernel won't let you submit to evaluation if you have the internet turned on.

There's a catch with those type of errors that is your kernel won't stop running if you get prompted an error, it will just skip that code cell and run the next ones, in your case your code probably creates the submission file despite of the missing library, so it will show the submission is successful, but you might find that its not the way you intended it to be

There are datasets that you can use to install that library offline, like this one
