In this case City1 can have Region2 and City2 have Region1.&nbsp;</p>\n<p>2. Customers from small City1(Region1) often to buy some things in big City2 (Region2).</p>",

No, it can not be so.</p>\n<p>2. Yes, that is an often case. However, the reason of CityID's mixing up is described one post above.</p>",

Since the single row having Level = 1 has a blank RegionID and CityID, should not CityID be blank on Level = 2 rows?</p>\n<p>2. Why are there two &quot;identical&quot; rows on Level = 2 for LocationID in (750013,&nbsp;1250001)? Are there two regions (RegionID = 31 on both rows) with the same real name similar to the CityID logic?</p>\n<p>Thanks in advance!</p>",

You are right, the more proper way would be&nbsp;to leave those&nbsp;CityID's blank.</p>\n<p>2. It is actually the very same region. Unlike the previous case (with CityID), this&nbsp;region had two codes in our data model due to some issues.</p>",
